Meaning of 'Salary' for Different Calculations

## What is 'Salary' for Various Computations?

The definition of 'Salary' varies across different computations under the Salary head. Memorize this table.

Purpose'Salary' Definition
HRA ExemptionBasic + DA (forming part of retirement benefits) + Commission (as % of turnover)
Entertainment AllowanceBasic Salary only
Gratuity — Covered by Payment of Gratuity ActLast drawn Basic + DA (both — whether forming part of retirement benefits or not) [1 month]
Gratuity — Not Covered by POGABasic + DA (forming part of retirement benefits) + Commission (as % of turnover) — Average of preceding 10 months from month of retirement
Leave Salary (encashment on retirement)Basic + DA (forming part) + Commission (% turnover) — Average of preceding 10 months from date of retirement
VRS CompensationBasic + DA (forming part) + Commission (% turnover)
Employer Contribution to RPF (12% limit)Basic + DA (forming part) + Commission (% turnover)
Rent-Free Accommodation (RFA)All taxable salary EXCEPT: Arrears/Advance, Normal DA, Retirement Benefits, PF, Perquisites

### Key Distinctions

  • 'DA forming part of retirement benefits' is also written as 'DA (if)' — i.e., DA is included only if it counts for retirement benefits.
  • 'CT' = Commission as a percentage of Turnover (not flat / fixed commission).
  • POGA gratuity uses last drawn salary (Basic + full DA); Non-POGA uses average of preceding 10 months.
  • RFA uses the widest base but specifically excludes the listed items.

Worked example

### Example 1

Example: Mr. H (Non-POGA) retires on 31.12.2025 after long service. Salary structure for March 2025–December 2025: Basic ₹ 50,000 p.m.; DA (forming part) ₹ 10,000 p.m.; Commission @ 2% of turnover (₹ 30,000 p.m. avg).

For gratuity calculation: 'Salary' = Average of preceding 10 months (March–Dec 2025) = (50,000 + 10,000 + 30,000) = ₹ 90,000 p.m.

⚠️ Common exam mistakes

  • Using same definition of 'salary' across all computations.
  • Including fixed commission instead of only commission as % of turnover.
  • Using last drawn salary for Non-POGA gratuity instead of 10-month average.
  • Including DA in HRA calculation when it does NOT form part of retirement benefits.
